Since our founding in 2011 by David Gibson, the late Sylvia Harris, and Chelsea Mauldin, PPL’s community of staff, fellows, and board has grown to include dozens of multidisciplinary researchers, strategists, and designers — all committed to creating public programs and policies that better serve the people.
You’ll find PPL HQ in DUMBO, a former industrial neighborhood on the East River in Brooklyn.
Our ability to be human-centered practitioners in the world begins with care, respect, and dedication inside our team. We have a transparent pay scale and collaborative decision-making processes, and our permanent staff have health benefits, retirement plans, and unlimited paid leave. We talk about our feelings, and we encourage personal and professional growth.

We’ve built a team that values multidisciplinary professional skills, a diversity of backgrounds, and prior experience using public services.
Our nonprofit board of directors is composed of thoughtful and generous professionals who provide organizational governance and strategic advice to our team.
We have four practice areas at PPL: research, design, strategy, and operations. Each staff member calls one of these practice areas home, but they work on multidisciplinary project teams and enjoy doing a bit of all the things.
PPL’s past project fellows and staff members remain part of our community. We’re proud that many of them have continued in public-interest roles.
