Connecting Families to Child Tax Credits

How can the City of Philadelphia reach families whose bank information is not known to the IRS so that they can receive child-tax credit payments?

The Project

Philadelphia offers a Child Tax Credit but families face a variety of barriers in accessing it. For the City of Philadelphia’s Mayor Office, PPL investigated how families engage with Philadelphia’s free tax preparation services in order to access the expanded 2021 Child Tax Credit.

The Outcome

We produced research findings, recommendations, and design concepts that improved how low-income families can better access tax credits and other economic mobility programs.
