Understanding Medicare Decision-Making

How might particularly vulnerable Medicare recipients be better supported in their coverage option decision making?

Partners & Funders

Beneficiaries experience multiple attributes, which compound their challenges.

The Project

We worked closely with Health Management Associates (HMA) to understand how Medicare beneficiaries make benefit selections, specifically focusing on beneficiaries within vulnerable or marginalized populations, and those who are dually eligible for Medicare and Medicaid.

The Outcome

PPL produced research findings that highlighted a set of beneficiary touchpoints, the key choices and common problems that beneficiaries face, and the common journeys that beneficiaries experience. PPL also highlighted sub-groups of the population that struggle most with the current architecture of Medicare Choice.
