Our Story

Since our founding in 2011 by David Gibson, the late Sylvia Harris, and Chelsea Mauldin, PPL’s community of staff, fellows, and board has grown to include dozens of multidisciplinary researchers, strategists, and designers — all committed to creating public programs and policies that better serve the people.

You’ll find PPL HQ in DUMBO, a former industrial neighborhood on the East River in Brooklyn.

Our ability to be human-centered practitioners in the world begins with care, respect, and dedication inside our team. We have a transparent pay scale and collaborative decision-making processes, and our permanent staff have health benefits, retirement plans, and unlimited paid leave.
